Title: ISS incident July 2021

I didn't hear about this incident. Apparently it was a lot worse that was being reported? Anyone know much about it?

The problem is that Roscosmos is pretty much a shadow of its former self; workmanship and quality control are suffering, as well as morale.  That's leading to things like booster failures due to shoddy construction (https://en.wikipedia.org/wiki/Soyuz_MS-10), errant holes drilled in spacecraft (https://en.wikipedia.org/wiki/Soyuz_MS-09), and now apparently this incident; per the second Ars article, Rogozin claimed someone on the ground "could have made a mistake." 

Frankly, I do not believe Russia has the ability to support a manned space program anymore - like Boeing it's coasting on reputation and past glory, but it has lost the ability to do even the basic bread-and-butter stuff, much less adding new modules to the ISS decades after they were built.
