Dean Armstrong, Neil's brother, is making the claim that the famous "one small step" line was rehearsed months in advance, and that Neil lied about it being "spontaneous".

I didnt even know that Neil had a brother until today...which is guess is the "point".
Yeah, well, according to this account, the line was made up by a British engineer working in Australia on Apollo:

In addition to the then Tidbinbilla Tracking Station Director dismissing the idea (as described in the article), I remember John Saxon and Mike Dinn dismissing it at the Apollo 11 40th anniversary events.

It does seem funny that this story would come out only now, when Neil is no longer around to refute it.

That's why the original line works better in french.  There's no ambiguity:
