Number of Lunar Astronauts

I frequently see the quote that 24 men have flown to the moon; but shouldn't the correct figure be 27? Apollo missions 8,10,11,12,13,14,15,16 and 17 all flew to the moon; 9 missions, 3 men each. I know 13 didn't enter orbit, but they certain flew to, and around, the moon.

I think three went twice

I know Jim Lovell went twice, the only man to do so and not land
